Hard to steer in one direction

Hard to turn wheel to the right only.
Rack is new.

Normally when you have a hard to steer in one direction, that is the gear/rack but if that is new and it is still doing the same thing then that leaves either something is binding or the pump.

I would suggest lifting the front tires off the ground and see if it is still hard to turn with no load on the tires. If it is then something is binding. If it is not then the pump is the issue.
