Power seems to be on, but no noise from starter.

I turn key, power seems to be on, but no noise from starter. The lights do not dim when I try and start. I had the battery tested, they said it needed a charge, but was still good. Had battery charged, reinstalled battery but the same result, no slow crank, nothing. What could the problem be?
