Starter not working

Headlight not working, so I checked fuses. Now everything works but starter won’t engage. Battery good, voltage good, voltage at starter. Pulled fuses to look at them.

Hello,

When you turn the key to crank the engine over is the security light flashing? If so please follow this guide to reset the system.
