Starter cylinder installed will not start due to anti-theft system?

Had a new starter cylinder installed but the anti-theft system won't recognize the part and thus the vehicle will not start.

Okay, I'm thinking you mean you had a new key cylinder installed and now it won't start? What was the reason for the new key cylinder as there are different procedures depending on why it was changed and if there was other damage. If it is just that you lost the keys, then you will need a scan tool as the relearn process doesn't generally work on the cars that use transponder keys. So, for that you put the scan tool in place and then select the security system, while there you can access the PATS system to erase and add the new keys. Or if you have the old cylinder and key and it was replaced for wear issues you could take both cylinders to a locksmith and have him re-pin the new one to match the old key, then cut new keys using the VIN to get the key code info. That way you also don't need to change the other locks to match the new keys.
