Will not start with replacement key

I lost the key to the car. Took the VIN number to the dealership to get a new one. I put the key in and I cannot get it to turn over. Do I have to program the new key? Dead battery?

Does the key have a visible pellet in it?

Then that means you have to replace the Passkey module. They are "one time" programming and cannot be reprogrammed. You can't get a used one, it has to be a brand new one.

New decoder modules are unprogrammed. Before the system will function properly after a new module has been installed, it must be programmed to the code that matches the customers keys.

Install the new, unprogrammed decoder module.
Insert one of the customers keys in the ignition lock cylinder and turn it to the "ON" position. Start the engine at this time to verify system operation.
Observe the security indicator lamp. The indicator should come on and stay on continuously until the next ignition cycle. If the lamp does not go out when the ignition is cycled off and then on again, repeat step 2 thru 3. If vehicle still will not start, refer to diagnostic procedures.

The passkey decoder module is located behind the R/H side of the I/P.
