Speedometer below 0, bounces when driving

Speedo issue. The speedometer stays in the 6:00 position (below the peg at 0). When driving it will bounce to the Peg and stop there.

Odometer, Tripmeter and cruise control all work when driving.

Replaced VSS since it's pretty simple even though now CEL showing. Checked the voltage and continuity on the VSS clip. All good with readings of ~5v and ~12v and good ground.

Before I buy a new dash cluster and try that, anything else I can check to confirm it the cluster?

This is a pretty common issue. It is normally always the cluster.

If you want to check the voltage at the sensor and at the cluster and make sure it is the same, then that would be how to make sure the wiring is okay.

Clearly if the sensor is replaced and it is doing the same thing then it is not the issue unless the replacement sensor failed the same way which happens but is not likely.

I attached the wiring info below, the testing to check the operation, and the way in which this cluster operates so if the odometer is working then the wiring and sensor are fine.
