Side marker/repeater lights

The light on drivers side, (located in the fender) does not work. (This is light on side of car, and not part of the front headlights and signal light cluster assembly). I just got this car, used and do not have handbook or repair manual. I have looked around and see replacements, but some say they ship without bulbs, suggesting that I can just replace bulb. But, I do not know how to access it, or even replace whole thing if I got entire complete part including lens. It is plastic and I do not want to start yanking on stuff. In short, I need step by step instructions on how to make this light work again so it will pass upcoming state inspection. Thanks.
