So I am trying to bypass my AC compressor without a bypass pulley. I have a shorter belt do I have to take off the fan blade protector?

You do not need to remove this if you are going to use a shorter belt.

However, more than likely you are going to have use an idler pulley which is what Jeep uses when you don't have A/C.

Based on the routing of the belt, you would not be able to get from the water pump over to the alternator without routing it up to where the A/C or idler pulley would be.
