1993 Saturn SL1 Starter?

My battery has been draining quite frequently and will sometimes require a charge only minutes after leaving the radio on. Today, my car is not turning over at all, even when charged to another battery. The battery seems to be working, however. There is no ticking noise. Could this be a starter problem? How can I find out?

So u replaced the battery?Is the battery still draining?Do u have a test light jack and jack stands?If u do then we can test to see if its the starter or something else. Let me know.
