1999 Saturn SC2 car wont start

Wont start. Car makes no noise when I turn it over. Dash lights work. Door locks, interior lights, radio, and clock dont work. Ive tried putting it in neutral, giving it gas. Replaced battery and still has the same problems.

Check the battery and connection if okay -could be the Ign 3 fuse 30amp, the ignition switch, park and neutral switch, starter relay and starter itself.
