2004 Saturn Ion car wont start

2004 Saturn Ion 4 cyl

On a '04 Saturn ION, 2.2L engine. On cold mornings, it is hard to start. It will crank, does not "whine down" but sounds like you turn the key and then turn it off. The battery is 12.4 volts, I have put a load on it and the starter is fine. What else should I check?

So when u go to start it the starter turns for a second then shuts off?Does the security light come on?

I was surprised when I went into this forum - to find out how many people are having the same issue I am (I have a 2003 ION) - starting the car in cold weather. I replaced my battery - after being told that I needed a new battery, but then I still had trouble. Today I am told that I need a new ignition switch (that mine is bad ) and that that switch is not expensive but the labor and reprograming the pass lock system is what brings up the price of the repair.
