RPM fluctuation when driving

RPM fluctuation during driving until 60 km/h, not okay and after 60km/h was normal.

Does it feel like the engine is causing it or the transmission? Does it feel like its slipping? Can you please shoot a quick video with your phone so we can hear the noise, that would be great?
