Rack and pinion leaking

If there is a leak on the rack, can it be sealed or it needs to be replaced altogether?

That would depend on where the leak was. If it is around one of the line fittings they could be removed and the o-ring or crush washer replaced. If it is out one of the boots the rack can be taken apart and the internal seals replaced, however in that case I would opt for a replacement rack as you cannot see into the bore real well to determine if there is damage or wear and generally the time and parts to reseal it will be almost the same as the replacement rack. Except the replacement would have a warranty. If it is something like a crack or pinhole in the rack casting then I would replace it.
