Power steering tensioner

On the power steering tensioner, there is a black piece that broke off, can I pop the rest of the black piece off and replace it with the same black piece off of another pt cruiser by popping it back on or do I need to buy a whole new piece?

If you mean the black pulley on the right side in this picture, they don't pop on unless they are broken. With the mileage you have you would be better off replacing the entire tensioner and the belt if it hasn't been changed in the last 60K or so.
The tensioner assembly because the springs get weak and they do wear and can twist as they do. The belt because after the under hood temperature exposure and time they will simply fail without any warning. Just like coolant hoses will for the same reason.
