Power steering issues

Hello again, I have this issue with power steering and just need some input before getting into it. Anyhow when starting the car up the steering wheel is pretty hard, that's until the vehicle starts to move it goes back to normal. Basically, it feels like no power steering at start up, but once you pick up speed it gets easy again. So, my theory is that the power steering might be going out, or maybe some air in the power steering? The fluid level is normal. I'd appreciate your input. Thank you guys.

I think you are correct that this is a pump issue. The way we can check this is to monitor the pressure when you start the engine.

I am attaching the info below on how to do this.

However, this could also be a loose drive belt, so we need to make sure there is good tension on it, and it is not cracked or worn.
