Power Steering, difficult in turning?

Having problems turning. Difficulty turning in either direction; but it is harder to turn left than it is to the right. While driving the steering wheel is pulling to the right. I've replaced the belt, drained and refilled power steering fluid, and replaced power steering pump. What can I do. I am a disabled senior on a fixed monthly income. My husband past away last year. We were low-income with government assistance. I am unable to get my car inspected with this problem and renew the tags on it. How can this be fixed with minimal cost to me?

I am sorry to hear about your husband. It sounds like the steering rack is out, when replacing the steering rack, it is important not to turn the steering wheel because it can break the spiral wire inside the column. I have included the instructions on how to change out the rack and pinion so you can see what needs to be done to fix the problem.
