1996 Pontiac Sunfire electric fan

I was told fan was bad so I changed it. I took the car on a test drive and it overheated. Fan never turned on. What else could cause it to not turn on? Checked fuses and they are good.

The fan is operated by the temp sensor. The sensor sends a signal to a fan relay which inturn powers the fan. Start with the relay.

Also, does the car ever overheat at highway speeds?
