1990 Pontiac Sunbird car wont start

1990 Pontiac Sunbird 4 cyl Automatic

I had a feeling that my car froze up so I moved it into my garage and turned a heater on to warm it up. The problem is that I cant get it to start and I dont know why my radio displays LOC. The Lights turn on but the radio does not. Please help so we dont end up doing more work then is needed.

The radio has a lock pass that you need to re-enter -check the dealer about it for the code.

Not starting-is it cranking over and will not start or just won't crank at all/nothing?
