Sometimes the rpms won't go back down to idle while driving. I can sometimes turn off the ign and then crank it back and then it will idle. Then sometimes it works fine. Also while messing with this problem I have found that as it sits in park, I can press the gas petal as far as I can and it won't go above 4500 rpm's. Is that normal?

Sounds like the throttle position sensor has gone nuts. Check to see also if throttle cable is binding.
