My windshield wipers are stuck in upright position and wont go down unless they are on but when cut off the go right back upright, can they be reset somehow and where at or what needs to be done to fix this problem?

Remove cap at base of wiper and check that it is tight, if loose, turn wipers to off position and remove bolt, reposition wipers in down position and tighten bolt. If problem persists, then the wiper motor may be the cause.
