What is the proper procedure to replace the front hub beariing and are there any special tools required. II have been told that once the 3 bolts holding the hub assembly in place have been removed to replace the brake rotor and use a sludge hammer to break the hub loos from the splined shaft. Is this an accepted practice?

The hub may be stuck but it won't be the splines that it's stuck on. It has to be pulled out of the knuckle housing. You could try to use a hammer if your not planning on re-using the hub but you likely won't have any clear access to hit it with the backing plate in the way. Using a slide hammer is the normal way top remove them.
