everytime I start my car the windsheild wipers stick in the up position

This is very common and gm recalled alot of them. Contact your dealer and see if you are covered. If not you need to replace the park mechanism on the wiper transmission, it costs about 50 for the part and will take about an hour and a half to replace if your taking your time.
