Blower won't shut off with key off

Welcome to the forum. If you turn off the hvac controls, does the blower go off? There is a hvac control fuse, goes hot with key in the on position. If that fuse is hot with the key off and the controls are turned on, the blower may run all the time. Shouldn't run with control turned off. I can't rule out the control module.
