1995 Pontiac Grand Prix car won't turn over

Yesterday my husband came home and parked the car. Not even 5 miniutes later he went to leave and the car would not start. It will not turn over. When I turn the key on, all the lights come on as normal but nothing else. Not a noise at all. He checked the fuses and replaced the starter, but nothing worked. Fuses are good and its a brand new starter. Can you please help him?

Do you think the theft system may be causing a problem? If there is a pellet in the key, have you tried wiping it off, try a different key? Is the theft lite flashing?

Have you tried cranking it in neutral? Can you tell if there is a load on the starter circuit? Turn on the headlites, turn the key to crank, if the lites go out or almost, check the battery and cables. If the lites stay at normal brightness, there's an open circuit somewhere.
