2002 Pontiac Grand Am oil pressure problems

I have had this happen 2 time in the last 2 months. When I start my car the rubber seal on the oill filter has blown out between the filter and the block and of course lose all of the oil. I have the correct filter and use good ones like Fram, use the right oil, there were no extra seals from prior oil changes left on the block and I use a filter wrench to tighten the filter. The temperature outside has been in the 20's both times.
Is there a reason that there is so much extra pressure built up in the engine that it causes this to happen?

Could be the pressure regulator is sticking, and in cold weather if that happens, it's like trying to pump molasses.....Might be time to change that oil pump.
