I have a 2000 Pontiac Grand Am with a 2.4 L engine.
When it gets cold out usually below 30 degrees the blower doesn't work, I've replaced the Heater/AC control panel and the resister pack. Every fan speed and heater control works because the air works all summer. When it gets cold out the blower stops.

Well on the bright side, you know when it happens.
The bad part is it isn't the best condition to be working in.
I would diagnose when it is happening, when it is cold. Find out where the power stops. Start at any point in the circuit and go which ever way the power is no longer showing.
When you have it narrowed down and you suspect a component, use a hair dryer to warm it up and see if it then works.
