1999 Pontiac Grand Am Fog lights

Fog lights keep coming on by themselves when there is no power to car and key is not in the ignition. Any idea what I can do about this?

I would look into the body control module that is behind the right (passanger) side of dash. After you locate it then I would take a digital multi meter and check the dark green wire with the white stripe to see if there is power there when this happens. If so then the body control module is sending power to the fog light relay turning on the lights.
