1994 Pontiac Grand Am High idle

My 1994 grand am is idling high when I start it up. It also idles down and at times and stalls, but most of the time it idles high at 2000 rpm. I'm thinking that is the idle air control making it idle that high. What I did, was unplug the electrical connector, to see what would happen, and it stayed idling high. If I unplug the connector on the IAC valve, does it close completly? Could it be the IAC valve? Or could it be also the TP sensor?

Chances are the IAC is dirty or the throttle body is dirty since when the IAC is unplugged the symptoms go away.
