1997 Plymouth Voyager Speedometer

The speedometer is now reading 30 miles an hour when I start the vehicle, the alternator recently went out and replaced it and a new battery, when you shut the car off the speedo goes back to zero. It still moves when driving but appears to be 30 mph off.

Maybe faulty Vehicle Speed Sensor on transaxle is check engine light on? Trans shifting no change?

The check engine light is not on nor does it come on during driving. The transmission shifts fine and the speedo works its just that its 30 miles an hour off. When you shut the key off it drops back to zero.

Then the speedo head is at fault or printed circuit board.
