1997 Plymouth Voyager seized wheel

My right rear wheel has had an issue with seizing. I was told by a sometime machanic that the problem is the self adjusting parking brake. Does this sound correct and how do I release it. For a while when it began, backing up would release it but wont any more! Thanks!
