1994 Plymouth Voyager Won't start during rain and snow

Engine Mechanical problem
1994 Plymouth Voyager 6 cyl Front Wheel Drive Automatic 140xxx miles

Recent repairs include, fuel pump/filter, timing belt, water pump, distributer bushings and cap.
The new issue is that it won't start when it rains, or heavy wet snow. Seems to take a day to dry out too after the rain has stopped. Any thoughts?

On a dark, dry, hot night start the vehicle up and pop the hood have someone sit in there while you mist each part of the engine with a saltwater mixture, if vehicle starts to run rough or you see the electricity arcing through the mist then you have found the problem.
