After changing timing belt and water pump engine has code po1391 and wont start

Apparently the car has a aftermarket cam in it. Could not set timing by timing marks. Set cams up using a vacuum gauge untill 18 inches of vacuum showed. Car runs great now. Could not find bent or sheared pins on cams egr tested ok etc. Cmp and ckp tested ok within parameters had to be cam timing. Hope this helps. Anything over 14 inches vacuum at idle is good. The more the better.
