1998 Plymouth Breeze car won't crank or turn over (silent)

Car lights are bright, only the brake light and digital mileage lightup on the dash with car in park or neutral, but the whole dash lights up in reverse, drive, low 1 and low 2, also the windsheild wipers do not work or the radio. What is wrong or what check do I make on this car?

If the key is turned on, does the check engine light come on? Try reading the codes, If you cant, I suspect you need a body control module or the neutral switch on the tranny.
