PCM will not reprogram

Trying to do a PMI (programmable module installation) to relearn the pats keys and it clears the ICP but not the PCM. Tried to update the calibration to the PCM and it fails, it keeps saying cant connect to the PCM. I've tried 2 different PCM's and keep getting the same result. I have wiring diagrams and a workshop manual for a 2014 module and can't find anything. All it keeps saying is do a PMI, but it wont let me. How do I fix this?

We need to check voltage on pin 6 and 14 of the DLC and see what they are. Then we need to check voltage on pin 16. You should have 12 volts on pin 16 and then your should have around 2.5 volts on 6 and 14.

In order to communicate with the scan tool and PCM you need your CAN bus to be intact. Here is a guide that talks about this:

If the voltage is not correct then there is something causing the network to be corrupt so we would need to figure out what that is.
