Passanger side rear brake light shuts off when the brake pedal is pushed

My friend has a 2007 Chevy avalanche. His brilliant and genius brother replaced the brake light bulbs very recently (supposedly) and now when the brake pedal is pushed, the brake light doesn't come on and the taillight turns off. When the key is turned on (not necessarily with the car even actually running) you can here a constant clicking coming from what would seem like the fuse box under the hood. The clicking is very similar if not practically identical to the fast clicking that occurs when one of your turn signals has stopped working, only it happens when the signal hasn't been set to either direction. Any ideas? (Personally, I think his absolutely genius brother either put the wrong type of bulb or just didn't put the bulb it all the way or god-only-knows what that Einstein actually actually did or didn't do.)

I would first make sure the proper bulbs are installed. If so check the trailer wiring. Sometimes when the trailer connector is corroded it can mess up the lighting or maybe corrosion at the sockets. Let me know. I have a few other ideas, but start with the basics first.
