Overheating, cooling fans not turning on

I have the vehicle listed above that gets hot and the fans which are new don't come on.I have replaced the radiator and the fans and the thermostat and the coolant temperature sensor, the water pump is about a year old, dose not leak a drop and replaced the 3604 relays. Still no fans. I am thinking it was the PCM fan control all along. What are your thoughts?

As you have already changed most of the components, checking all the wiring should be the next step.
