Overheating

I have a overheating problem with my 2007 Holden Omega. Replaced radiator cap topped with proper coolant. Drove hour was fine jumped up and down in temperature but did not overheat. As soon as I pulled into town it overheated again thermo fans staying on when car is off. When stopped car runs fine. Is it the thermostat? I just do not no.

It does sound like there is a thermostat problem. If the cooling fans are working properly, the thermostat would be my first suspect. Here is a link that shows in general how one is replaced and how to test one. Also, the first link describes how it works.
