1997 Other Oldsmobile Models Engine Trouble

I have an Olds Regency with a 3800 Series II V-6. The engine will not start, replaced the fuse, no fuel pressure, no spark. I replaced the fuel pump, cam sensor, now have fuel and spark, noid light flashes, magnet is on cam shaft, acts like firing order is off. It is popping out exhaust, soaking spark plugs. Replaced coil packs and module, timing chain does not appear to be stretched or jumped timing, but acts like it. Please HELP.

Did you physically inspect the chain or are you guessing as to its being ok and not out of time?

I physically removed harmonic balancer and cam sensor, clockwise to counter-clockwise, when crank turns, cam gear turns.
