1995 Other Oldsmobile Models dead stick

1995 Other Oldsmobile Models 6 cyl Front Wheel Drive Automatic 165k miles

one day the car was working fine. I shut it off, and came back a few minutes later to leave again, and it wouldn't start. Whats happening is I turn the key to power everything on, sometimes it will power up, sometimes it won't. When it doesn't, the digital dash flickers at random places, as does everything in the dash. A relay in the fuse block clicks uncontrollably, replaced it, didn't help. Then I can turn the key to off position, and remove the key, but I still hear a relay clicking. Now when the car does power up like it's supposed to, when I turn the key to power on, I turn the key the rest of the way to start the engine, and everything, lights, dash, you name it, it all goes dead, and nothing happens. The other day I pulled all the fuses under the hood and checked them, they were fine. But after doing so, I tried to start it out of curiosity, it started and drove fine. But returned to the car later that day, and it was back to it's non functional self again. I've worked on many cars, so im not a stranger to most common car problems. But this one has got me stumped. Any help would be greatly appreciated, thanks.

the car is a 95' olds 98 Regency Elite.

Based on everything you mentioned, I would start by checking to make sure the basics are okay. For example, are the battery terminals clean and tight, battery cables, grounds.

Let me know what you find.
