1986 Oldsmobile Cutlass Fuel gauge issues

My fuel Gauge reads 1/4 tank when full. It will go down to E as the fuel empties from the tank. I have already changed the sender in the tank (lots a fun) and this did nothing to correct the probelm. I noticed that when I unplug the lead coming from the sender the gauge goes to full. With the lead from the sender attached I pulled the ground off and it stayed at 1/4 when full. I checked the lead with a multi meter in between and seem to be reading 6 volts. Any ideas as I really do not want to run out of fuel again on I 95.

To begin I need to know which Cutlass you have, there are 9 different ones. The I can look up the wiring diagram. Sounds like it may be a gauge problem though

Sorry it is a cutlass supreme brougham. I have tried a few things since posting. I currently have the dash apart and jumpered around all three connections to see if I had a short somewhere. I can make the guage read full or empty or I can make it read 1/4 (tank currently full). I even tried to jumper from the sending unit rite into the guage. It reads the same as when it is in the dash. The only thing I noticed is that it reads the same with and without the ground lead attached. Any way hope this helps. P.S. I have the rallye guage package so it is attached to the water temp guage.
