1989 Oldsmobile 98 What looks like a vacuum pump

1989 Oldsmobile 98 V8 Front Wheel Drive Automatic

Standing at the front of the car on the right side of the engine compartment front just behind the headlights I have what looks like it might be a vacuum pump. This pump runs off and on even when the Ignition switch is turned off. When this pump is running the car will not start. It will turn over just fine just not start. I can not find a description of what this is nor what it does and the hoses are so small that I can not follow it to the termination point. It appears this small tube goes through the firewall and ends up under the dash board somewhere. Main question is what is it? Second question is why when it is running will the car not start and could it be causing an intermittent stalling problem? Thank you for any help you might be able to give me.

This vehicle has rear air suspension this is the pump to supply the air to the air suspension. Air susp pump

No the car has standard shocks and springs. Even so why would the car not start when this pump is running even if it did have air suspension?

Well it wouldn't have a air pump unless it had air susp. As far as stall or no start when running simple voltage pump motor is bad and pulling amperage away from ignition system

It would appear you are correct even if this is not a wagon from the description given in the book it is the ELC compressor. Thank you very much for your help
