Oil gauge fluctuating

Changed the oil pump and sensor. Dropped the oil pan clean out and replaced the rod. The oil gauge keeps fluctuating and will not remain stable.

How far is it moving and does it twitch or jump? It should go up and down smoothly as the engine rpms go up/down.
The most likely issue is probably a bad stepper motor or driver circuit in the dash itself. GM had a bad batch of stepper motors around that year and some simply stop working, some will sort of click back/forth and some just will sweep full scale or even break the needles.
If you can get a scan tool that has the gauge testing function you can run a sweep test and individual gauge test as you watch the oil pressure on the scan tool. Another way to check would be to install a mechanical gauge and see how it compares to the dash gauge. If the mechanical also bounces then it could be an issue with the bypass valve in the filter mount. If it stays steady then it is likely the dash itself.
There are a few places that will rebuild the dash, they will replace anything that is bad and bench test it to be sure it is okay. Many have online sites. The one I use the most is United Radio in Syracuse NY, but there are quite a few around the country.
