OBD2 scanner with TCM relearn for Jeep?

Needing an obd2 scanner with TCM relearn for jeep. Can you recommend one?
Our 2013 patriot 2.0 2wd is stuck in limp mode we've had TCM and ECU reprogrammed to VIN/rebuilt plug n play and and still having code 1146 loss of communication with external memory. The vo. Ltage test showed canbus 2.4 on high and low but resistance test on high and low shows 60 Ohms. I've tested every wire from the tcm and it's good. I'm also getting codes P0963 P161B and PO61B. Any help or direction you can give would be great as this vehicle is got me losing my mind! Thank you

The chip that causes that error is inside the transmission itself, not in the TCM. It is an EPRM that is part of the solenoid pack. However the lost comm to it is more likely a bad circuit internal to the transmission, especially with the 0963 showing a circuit high code in the same area. How did you test the wiring? Using OE tests?
As for a scan tool that can do the reflash, you would probably save money by taking it to a shop. Chrysler is a royal pain when it comes to programming anything. In your case I would have it all updated to current and see what it does then. I don't trust anyone but a couple guys when they say it is set up to your VIN.
However if you want to do it yourself you will want the OE software on a laptop and the OE information. That is because there are likely updates to the programming to install.
