OBD2 problems "unable to establish a link"

Hi, the obd port when plug in scanner it powers up but when it's powered up and scanning it says unable to establish a link with the vehicle verify the connection at the DLC. Also I have the flashing green key on the car cranks over but won't start and before this the green key would flash once then come off but it won't come off now it stays flashing. I really need help.

There are a number of things that can cause this but here is a video that will help with this.

If these items check out then we need to check the voltage on pin 14. I suspect we are going to have an issue with the immobilizer and that may explain the green key as well.

Next we need to check the voltage at pin 7, 9, and 14. These are the feeds from the PCM so we need to find out what voltage is there.

Lastly, has this scan tool worked on this vehicle before? If it has not then this could be a scan tool issue.
