Engine overheating

Just got car from shop where they installed a thermostat and gasket.
About a week ago a different shop installed a new coolant reservoir which by the way did not fix the problem. I just got back from taking the car on a test drive. It did heat up. On highway it did fine, no problem. Got it in town and temperature increased to max of 237 with stop/go traffic and AC running. Should I be concerned about the increase in temperature to that point?

Yes it does sounds like it is running hot. When the AC is on and the car is getting hot can you hear the radiator coolant fans running?
