No start

Vehicle has new coil, MAP, and ICM has spark and 40 lbs of fuel pressure. It is a yard truck so emissions removed. Throws codes 21, 24, 31, 81, 82, 84, 85. Additional details. Have good PIP and SHOUT voltage but ground on ICM seems weak. When I put battery voltage through it just get 7.5 volts. This goes back to the PCM pin 16 so I must have a bad computer ground? The vehicle ran last week when started but stopped and has not run since. Ran well too, no misses or surging. At a loss.

Hello,

With that many codes it sounds like the computer went out. I would try a used one and plug it in to see what happens. Also, check all computer grounds on the engine block. Here is the location:

Behind left hand kick panel.
