I just went through several hundred TSB bulletins, and none have any reference to this issue.
There is only the sensor, the wiring, and the ECM.
The sensor has been replaced two times. The wiring is good proven by removing the connector and the ECM triggering the fan.

Yes, I'm stuck not sure what more I can do might replace the ECM or just take it to the mechanic shop. Or just driving it with the A/C on low just so the fan can work. Is there a bypass kit for the fan?

I would drive it with the A/C on and adjust your temperature as needed until you make a decision.
