No electrical power after replacing the battery

The battery completely drained after a few very cold days and a phone charger was left plugged into the cig lighter.

I went ahead and replaced the battery. Once I reconnected the battery cables there is absolutely zero power showing in the car anywhere.

My brother thought it could be jump-started but when he attached the jumper cables there was still no electricity anywhere.

Hi,

If there is nothing working, either the main fuse is bad, or we lost ground. Do me a favor. On the positive battery terminal cable, there is a strip fuse (150 amp). I need you to check it to make sure it hasn't failed. Additionally, make sure there is power in and out from it.

I had absolutely no starting point on troubleshooting. Looking under the hood to me is not unlike putting me in an operating room and telling me I've got to perform a surgical procedure LOL.
