New fuel pump and filter still will not start

The fuel pump went out in my car. So we changed the fuel pump and filter and it still won't start. Still not hearing a humming sound from the pump when the key is turned. The fuel pump relay is good and the pressure switch is fine. What else could it be? It wants to turn over but just won't grab unless starter fluid is sprayed in.

Good evening,

did you verify power to the pump when cranking? Power will come on for seconds with the key on. Then all the time cranking.

Check for power to the relay as well. Tell me how many terminals have power with the key on?
