My transmission will not shift into overdrive and when it goes into second gear it kind of Kicks

When I am driving in town it will shift into second gear and then it goes back and starts winding and then kicks into gear with a jerk. When I get up to fifty five to sixty five miles an hour the rpm's are at four and my overdrive is not kicking in.
